The teeth say it’s a coyote. It’s hairless for some reason– most likely a medical condition. It’s weird limb proportions suggest that it may have been a deformed coyote, which made it more susceptible to mange.
I don’t know why it’s a “chupacabras,” unless the intent is to sell newspapers.

The limb proportions don’t look strange to me. Shave your dog and its legs might look longer, too.
They really don’t to me, but I’m taking that Texas taxidermist’s word for it. Maybe that is a mistake.
The teeth don’t look weird to me. If you’ve seen a coyote’s teeth and compared them to a dog’s, you’d see that coyotes are toothy critters.
