I have no idea about the date, or the dog’s name.
This dog is very dandified.
The muzzle is nearly receded into the forehead, so we know this has to be a show dog!

Alien Chestburster with hair.
That was my first thought as well!
This painting is quite widely known, but not any details about it. The style is very mannered, and I would guess at 1900 – 1920. No idea what actual Chin this was, but obviously he has been seriously glamourised.
