   I suspect that it is. Raptors will snatch any living creature w/in a given size range. Golden Eagles have been know to take lambs, so a child that size is well w/in its parameters.

   Good thing the little guy was in heavy padded winter clothing. Our ancestors knew of this danger from the sky all too well. Imagine now a warmer clime, with bigger eagles. Yes, the young of our species has been – albeit infrequently – prey for large raptors.

   Why didn’t it go for the head?
   I’d like to see the coat,it didn’t look thick enough to keep the talons out of the kid.

         Nah, the whole intent was to convince us that it was real–otherwise they wouldn’t pass the course. Is it plausible for a Golden Eagle to carry off a small child? Yes? Did it happen in this case? Apparently not. The shame is not on you, its on those who encourage such chicanery.

         Eventually it would have shown up on Snopes (my go-to for stuff like this.) Sans that I am not technically trained to discern photographic fakery (nor am I inclined to look for the dark side of every thing.) I would assume the same applies to you.

   In the UK we have golden eagles, but they are very rare and it’s usually someone’s non CGI created pet Harris Hawk that tries to eat kids and small dogs.
